Job Description
Access Sport is a national charity with a vision that no one should be
excluded from the transformational benefits of community sport. We
are on a mission to make inclusion the norm in community sport by
tackling the access barriers faced by disadvantaged and disabled young people.

We do this by training, equipping, and supporting community sports
clubs, organisations, and volunteers to provide inclusive programmes,
unleashing their potential to transform the lives of underserved young
people in their local communities.

This work is either place based (Changing Places) or sport focussed
(Changing Sports). All the clubs we support are invited to join our
Inclusive Club Network.

In 2024/25 Access Sport engaged over 34,000 disadvantaged and
disabled young people, with a strong representation from ethnically
diverse communities, girls, and previously less active young people. Read more about our impact in our Annual Review. A number of videos

Role purpose
Summary
Access Sport is seeking a Cycling Development Manager to lead local
delivery of our cycling programme in Glasgow, as we expand our
programme and deliver in Scotland for the first time.

We believe every young person should have:
• Access to a bike
• The skills and confidence to use it
• Somewhere local, safe and exciting to enjoy riding

We work across three areas:
• Facilities: We build exciting and inclusive places to ride that are
accessible to underserved communities and are free to use, with
equipment on-site.
• Community outreach: We deliver specialist cycle training to
inactive, disadvantaged and disabled young people by working with
local schools and groups.
• Clubs: We empower local people to create cycling communities by
developing regular and inclusive access to equipment and training.
This role will play a key part in delivering our place-based model in
Glasgow, working across club development and outreach to build a
strong, connected local cycling ecosystem. The postholder will train,
support and equip local clubs to deliver inclusive offers, while also
delivering high-quality outreach sessions to engage underrepresented
groups.

The role will be based within the Scottish Cycling office, working closely with their team to strengthen collaboration, align delivery and maximise the impact of cycling opportunities across the city and beyond.

Responsibilities
Delivery and Project Management
• Lead the development of Access Sport’s cycling programme in
Glasgow, supporting the development of a coordinated placebased
approach across clubs, outreach and facilities.
• Train, equip and support community cycling clubs in Glasgow to
deliver sustainable and inclusive opportunities, helping them to
reach more disadvantaged and disabled children and young
people.
• Support the growth of the cycling club network across Scotland,
providing light-touch support and building capacity for cycling
groups and clubs.
• Carry out regular visits to clubs to build strong relationships and
understand the club’s ambitions, needs and progress.
• Help community clubs recruit, retain and reward volunteers.
• Support the delivery of inclusive and accessible cycling sessions to
underserved and disabled young people from local schools, SEN
schools, Pupil Referral Units and local groups.
• Support the delivery of Access Sport’s inclusion training to coaches,
volunteers and young leaders.
• Ensure all activities are delivered safely, adhering to health and
safety and safeguarding policies and procedures.

Partnerships and local engagement
• Build and maintain strong relationships with local partners,
including cycling clubs, schools, community organisations, charities
and local stakeholders.
• Develop relationships with various local partners in Scotland,
including cycling clubs, sports organisations and charities.
• Work closely with the Scottish Cycling team, building a strong dayto-
day partnership to align delivery, share insight and maximise
the reach and impact of the programme.
• Represent Access Sport within relevant local and sport sector
networks in Glasgow and across Scotland.
• Identify local fundraising opportunities and contribute to the
development of funding applications.

Monitoring and evaluation
• Assist with the monitoring and evaluation of the programme, using
tools and platforms such as Upshot, our Club Inclusion Tool, CRM
platform, etc. (training provided).
• Maintain an up-to-date record of session attendance and assist
with the surveying of participant progression and development.
• Contribute to reporting requirements, including case studies, films
and news stories, website and social media.
• Support the wider team to develop best practice and resources
from learnings and insights.

Person specification
Skills/ experience
Essential
• An understanding of the barriers that may affect disabled and
disadvantaged young people from participating in sport.
• Experience in developing partnerships, particularly in community
and/or sport settings.
• Experience working with underserved communities.
• Ability to connect with diverse community groups, including
disabled and neurodivergent young people, women and girls,
ethnically diverse communities and individuals from lowsocioeconomic
backgrounds.
• Experience or knowledge of cycling.
• A passion for empowering and inspiring underserved and disabled
groups to reach their full potential through sport.
• An understanding of safeguarding and its importance when
working with children and young people (training will be provided).

Desirable
• Lived experience of one or more of the underserved communities
we support, i.e. D/deaf, disabled, neurodivergent, women and
girls, ethnically diverse communities and low socioeconomic
backgrounds.
• Experience of working in, or knowledge of, the sport sector.
• Prior experience coaching or facilitating in schools, clubs or
community settings.
• British Cycling Level 2 award in coaching cycling or equivalent
coaching qualifications in MTB or BMX, or qualified as a cycling
instructor.
• Experience of working for a charity or a sport for development
organisation.
• Experience conducting and adhering to risk assessments.

Personal attributes
• A passion for Access Sport’s cause and empowering underserved
and disabled children and young people to reach their full potential
through sport.
• A personal commitment to Access Sport’s vision and values.
• Self-motivated, able to use initiative, and have a highly flexible
approach to work and quickly build positive relationships.

initiative to achieve outcomes.

• Committed to continuing personal and professional development.

In addition:
• The post holder must have the right to work in the UK.
•The post holder must be able to travel within the UK, with regular
travel around Glasgow and less frequent travel across Scotland
and England.
• There will be some requirements to work on evenings or weekends,
for which time off in lieu (TOIL) can be taken.

Flexibility
In order to work effectively in a changing environment, flexibility is
required from the post-holder. Any other tasks that may be requested
will be at the same level of responsibility and terms and conditions of
employment. The role will require some travel for training delivery and
to different Access Sport offices, as well as occasional unsocial hours,
including evenings and weekends in accordance with the demands of
clubs and workshops, for which time off in lieu (TOIL) can be taken.
