The UK’s Olympic and Paralympic system is one of the best in the world and we are proud of our shared success, enabling extraordinary sporting moments that enrich lives.
But we know we need to keep an eye on what’s coming ahead and plan for the future. The complex operating environment, pressures on leadership, concerns over financial health and relevancy issues, particularly among young people, are some of the challenges are see facing British Olympic and Paralympic sport.
What is System Master Planning?
System Master Planning is a change programme, developed by the leaders of the Olympic and Paralympic sport, which seeks to address these issues and identify areas for reform. By doing this we will be better positioned to safeguard our future - and continue to reach, inspire and unite the nation.
What are the recommendations for change?
Facilitated by UK Sport, British Olympic and Paralympic sport leaders along with national agencies (Sport England, Sport Wales, sportScotland and Sport Northern Ireland) have identified a series of recommendations for change.

System Master Planning sets out how we are working across UK sport to create greater impact, stronger organisations and deeper connections with the public. It brings partners together around a shared plan to grow the value of sport, strengthen how the system operates, and ensure Olympic and Paralympic sport can thrive for the long term.
Our work is focused on three connected outcomes.
Growing value and participation
We are transforming how people discover, follow and connect with sport. Through better use of data and digital tools, a stronger focus on fan engagement, and the delivery of major events across the UK, we are creating more moments that inspire interest, excitement and pride, not just during Games time, but all year round.
Building a resilient sporting system
Behind the scenes, we are strengthening the foundations that support sport. By improving shared services, organisational health and performance delivery, we are helping sports bodies work more effectively together, reduce duplication, and focus their energy where it has the greatest impact, supporting athletes and growing their sports.
Aligning culture, people and structures
We are committed to a system that is safe, inclusive and fit for the future. This means clearer structures, stronger governance, a joined‑up approach to safe sport, and investing in people and skills so that expertise is shared across the system and success is sustainable.
Together, these workstreams support a single ambition: one sporting community, working together for collective success and impact.
