Location: Wembley Stadium, London (with travel across the UK & Ireland)

Contract: Fixed-term | February 2027 – Summer 2028

About UK & Ireland 2028 Limited

UK & Ireland 2028 Limited is the local organising committee responsible for delivering UEFA EURO 2028 across the UK & Ireland. We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world-class standards.

About UEFA EURO 2028

UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large-scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.

The Role

The Mobility Manager will coordinate the development of Host City mobility plans and transport-related tournament requirements, providing support and technical guidance to Host City mobility teams. The successful candidate will be responsible for building and managing UK&I relationships with Host City Mobility Leads and other internal UK&I departments, ensuring planning integration, consistent delivery, and achievement of the tournament's objectives and requirements.

What you’ll be doing

• Key UK&I contact for a portfolio of Host Cities, including Dublin, providing support and guidance to facilitate best in class Host City planning. Ensure Host City mobility leads/teams have all required information to develop robust plans aligned with tournament planning assumptions and requirements.
• Technical and operational assurance and guidance. Provide technical, operational and strategic support and expertise during the development and refinement of Host City mobility plans and concepts. Critically assess proposed mobility solutions, assumptions and operational plans, identifying risks, gaps and dependencies, and providing assurance that plans are robust, deliverable and aligned with tournament requirements.
• Strategic mobility integration. Ensure Host City plans integrate effectively with the wider national and international mobility strategy and planning, maintaining a strong strategic understanding of adjacent mobility workstreams and how they interact.
• Internal coordination and subject matter leadership. Act as the internal liaison for Host City mobility planning across the Host City portfolio, ensuring cross-functional coordination with other UK&I departments such as the Host City, Safety & Security and Stadium Liaison teams. Identify relevant and key information for specific audiences, effectively communicate accordingly.
• Stakeholder representation and relationship management. Represent UK&I at Host City planning groups and working forums. Build, maintain and grow trusted relationships with Host City mobility stakeholders, acting as a valued partner and advisor to support collaborative and productive delivery, enable effective challenge where required, and positively influence planning outcomes.
• Host City engagement and influence. Embed within Host City mobility and wider tournament planning structures, developing a detailed understanding of local priorities, challenges and decision-making processes. Proactively contribute expertise, insights and solutions to support Host City teams and influence the development of mobility plans at the earliest stages.

What we’re looking for

Essential experience and skills:
• Strong operational planning experience, with the ability to review, challenge and assess the deliverability of complex transport and mobility plans, identifying risks, gaps and mitigation measures.
• Knowledge of EURO 2028 Host Cities, particularly Dublin, and/or their public transport context (in a major event delivery context).
• Technical understanding of public transport across the UK and Ireland.
• Strategic understanding of event and transport planning.
• Understands of mobility and operations event delivery.
• Exceptional at building and maintaining effective stakeholder relationships, with the ability to influence and engage at all levels.
