About UK & Ireland 2028 Limited

UK & Ireland 2028 Limited is the local organising committee responsible for delivering UEFA EURO 2028 across the UK & Ireland. We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world-class standards.

About UEFA EURO 2028

UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large-scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.

The Role

The Communications & Campaigns workstream will inspire engagement and connect with key audiences to support the delivery of an outstanding UEFA EURO 2028 tournament in UK and Ireland. The Communications Manager will work closely with the Head of Communications and Campaigns by managing day-to-day communications activity across stakeholder, public and media communications for UK & Ireland 2028 Limited. The successful candidate will play a central role in implementing the tournament’s communications strategy, delivering tactical communications plans for major milestones, coordinating UK & Ireland 2028 and partner messaging and supporting robust media and issues management activity.

What you’ll be doing

Communications planning and delivery

• Support the implementation of the UK & Ireland 2028 Communications Strategy, aligned to tournament objectives, stakeholder priorities and UEFA requirements.
• Develop and deliver tactical communications plans for key tournament milestones, announcements and UK & Ireland 2028 campaign moments – including, for example, the communications approach to launch the largest-ever UEFA EURO Community Programme that will engage and excite local communities and communicate long-lasting Tournament benefits.
• Help evolve the Tournament’s core narrative, messaging framework and briefing materials.
• Support the development and delivery of tournament-time communications planning.

Media and reputation management

• Lead day-to-day media relations activity across national, regional and trade media – under the direction of the Head of Communications & Campaigns.
• Draft press materials including media releases, statements, Q&As, briefing notes, lines-to-take and spokesperson materials.
• Support proactive media engagement to generate positive coverage and awareness of Tournament milestones and benefits.
• Contribute to issues management and rapid response activity, ensuring reputational risks are handled in a timely, coordinated and professional manner – in line with best practice for major events.
• Work closely with UEFA on coordinated messaging and media activity where appropriate.

Stakeholder communications

• Coordinate and support the delivery of communications activity across key Tournament stakeholders including Host Football Associations, Government Partners, Host Cities and other delivery partners.
• Ensure consistency of messaging across the UK and Ireland partners while reflecting local contexts, sensitivities and stakeholder priorities.
• Support the preparation of stakeholder briefings, communication toolkits and updates for key moments.

Content, brand and channels

• Support the delivery of content across owned, earned and shared channels in line with the agreed communications approach.
• Develop and implement plans to harness the power of ambassadors, influencers and content creators.
• Work with internal colleagues, UEFA and external partners to develop compelling stories and communications assets.
• Help ensure tournament branding and messaging are applied consistently across communications and marketing materials, in line with UEFA brand guidelines.

Measurement and evaluation

• Help set communications KPIs, track comms activity, outputs and performance measures, and contribute to reporting and continuous programme improvement.

Ways of working

• Support integrated planning with the Campaigns Manager and wider teams including Impact & Sustainability, Host Relations and tournament delivery functions.
• Manage agency and supplier relationships where required, ensuring delivery against brief, budget and timelines.
• Execute additional tasks as required in order to meet changing priorities.
• Create an inclusive and high-performing team culture.
• Comply with all company policies and procedures to ensure the highest standards of health, safety and wellbeing can be maintained.
• As part of our commitment to ensuring a safe environment for everyone in football, every employee will be required to complete a DBS check. The level of the check required will be based on the activity of the specific job role and in line with legislation and government guidance.

What we’re looking for

Knowledge & Experience

• Proven experience in communications, media relations and stakeholder communications within a high-profile organisation or agency.
• Experience managing multi-stakeholder communications programmes, ideally within sport, major events, public sector or complex partnerships.
• Strong media handling skills, with experience drafting press materials and managing media enquiries.
• Experience supporting reputation management and issues response.
• Excellent written and verbal communication skills, with strong attention to detail.
• Experience developing communications materials for a range of audiences, including senior stakeholders.
• Highly organised, with the ability to manage multiple projects and deadlines in a fast-paced environment.
• Collaborative and confident, with strong interpersonal skills and sound judgement.
• Politically aware and comfortable operating across different partners.
• Passionate about sport’s power to bring people together and create lasting social impact.

Location & Working Pattern

Based at Wembley Stadium, with travel across the UK & Ireland as required.

- 2026: 3 days/week onsite
- 2027: 3–4 days/week onsite
- 2028: Full-time onsite during tournament delivery
