About UK & Ireland 2028 Limited

UK & Ireland 2028 Limited is the local organising committee responsible for delivering UEFA EURO 2028 across the UK & Ireland. We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world-class standards.

About UEFA EURO 2028

UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large-scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.

The Role

The Communications & Campaigns workstream will inspire engagement and connect with key audiences to support the delivery of an outstanding UEFA EURO 2028 tournament in UK and Ireland. The Campaigns Manager will work closely with the Head of Communications and Campaigns by managing the planning and execution of high-impact public campaigns for UK & Ireland 2028 Limited (the local organising company for UEFA EURO 2028) that inspire excitement, participation and connection with communities.

Working also in collaboration with UEFA and UK and Ireland partners, the role will drive integrated campaign delivery linked to key tournament milestones and broader objectives around engagement and social impact.

The successful candidate will play a central role in developing and activating campaigns that demonstrate the benefits of hosting the Tournament, including community-focused programmes, promoting Host Cities as fan and visitor-friendly destinations and showcasing the best of the UK and Ireland. The role will be responsible for turning strategic objectives into audience-centred campaign plans, assets and activations that deliver measurable results.

What you’ll be doing

Campaign planning and activation

• Support the development and delivery of the UK & Ireland 2028 campaign programme in line with tournament objectives, event positioning, stakeholder priorities and UEFA requirements.
• Lead the planning and execution of high-impact domestic campaigns in the lead-up to the tournament, including major milestone moments such as One Year to Go activity across the UK and Ireland.
• Develop integrated campaign plans with clear objectives, target audiences, messages, delivery mechanisms, timelines and KPIs.
• Translate strategic goals into engaging public-facing campaigns that build excitement, relevance and connection with diverse audiences.

Campaign management and delivery

• Manage overall campaign delivery and public engagement moments.
• Where applicable, lead insight and data-driven programmes to gather audience understanding and intelligence.
• Coordinate campaign inputs across Host Nations and partners, ensuring alignment while respecting local needs and contexts.
• Work with Host Football Associations, Government Partners, Host Cities and other delivery partners to maximise campaign reach and impact.

Community Programme engagement

• Work closely with the Impact & Sustainability team to support the campaign development and promotion of the largest-ever UEFA EURO Community Programme.
• Help shape national public campaigns that inspire participation from local communities and communicate the positive benefits created through hosting the Tournament.
• Ensure campaigns are inclusive, audience-led and reflective of the Tournament’s wider social impact ambitions within the UK and Ireland.

Content, creative and production

• Manage the development of campaign assets and promotional materials across relevant channels and formats.
• Work with internal teams, agencies and partners to commission and produce high-quality creative, content and activation materials.
• Support integrated delivery across owned, earned and shared channels in collaboration with communications and stakeholder colleagues.
• Ensure campaign materials are aligned with Tournament messaging and UEFA brand guidelines.

Measurement and evaluation

• Establish campaign KPIs, evaluation approaches and reporting processes to measure effectiveness and inform continuous improvement.
• Monitor campaign performance and use insight to refine plans, improve audience impact and demonstrate value.
• Maintain detailed delivery plans, budgets and timelines to ensure campaigns are delivered efficiently and effectively.

Ways of working

• Work in close partnership with the Communications Manager to ensure campaign activity is integrated with media relations, stakeholder communications and wider narrative priorities.
• Execute additional tasks as required in order to meet changing priorities.
• Support the procurement and management of agencies and suppliers related to campaign development and activation.
• Provide direction and decision-making in a fast-paced environment.
• Create an inclusive and high-performing team culture.

What we’re looking for

Knowledge & Experience

• Proven experience developing and delivering high-impact campaigns within a high-profile organisation or agency.
• Strong campaign planning skills, with the ability to translate strategic objectives into effective, audience-led delivery.
• Experience managing integrated campaigns across multiple channels and stakeholders.
• Experience delivering public engagement, marketing or community-facing campaigns with measurable outcomes.
• Strong project management skills, including planning, budgeting, supplier management and performance tracking.
• Excellent written and verbal communication skills.
• Creative, ambitious and impact-driven, with strong judgement and attention to detail.
• Comfortable working in a fast-paced, multi-stakeholder environment.
• Strong collaborative skills and the ability to build effective relationships across teams and partners.
• Passionate about sport’s power to bring people together and create lasting social impact.

Location & Working Pattern

Based at Wembley Stadium, with travel across the UK & Ireland as required.

- 2026: 3 days/week onsite
- 2027: 3–4 days/week onsite
- 2028: Full-time onsite during tournament delivery
