Job Description
POSITION TITLE: Salary Cap Operations & Compliance Manager

DEPARTMENT: Salary Cap/Rugby

REPORTS TO: Salary Cap Director (“SCD”)

DIRECT REPORTS: Nil

LOCATION: Victoria (3 days), Hybrid (2 days)



SALARY: up to £55,000 per annum

OVERVIEW: PREM Rugby is looking to recruit an Operations & Compliance Manager to help support the Salary Cap Director’s work within the PREM Rugby business. This is an exciting opportunity to work in a rapidly developing priority area of professional rugby and sport in general. The candidate should ideally have at 6 years of experience working in sports administration and/or a related field (i.e. legal, regulatory, audit or compliance) with strong data literacy and numeracy skills.

PRIMARY OBJECTIVE: The primary objective of the role is focused on supporting the Salary Cap Director in managing the operational and compliance aspects of the salary cap and its regulations, as set out below.

KEY AREAS/MAJOR ACTIVITIES:

1. Monitoring

Develop a thorough understanding of the player salary and contracting market, including motivations for player movement;
Working with the Salary Cap and Rugby Operations Administrator to review all player contracts and agent declarations;
Scrutinise all club submissions, including club official declarations and certifications, and explore any potential areas of non-compliance, including those relating to requirements set out in the PRB Regulations such as Fixed Wage;
Review and corroborate all annual player submissions and related information, and provide a compliance report to the SCD;
2. Administration

Review Player Sponsorship Remuneration applications and make recommendations to the SCD as to their treatment under the regulations;
Administer Injury Dispensation applications;
Receive and review Scouting Agreements;
Review and monitor Player Testimonial activity;
Ensure all areas of the salary cap are compliant with Data Protection legislation;
3. Audit and Investigations

Undertake formal participant interviews;
Being a reliable and discreet point of contact for whistleblowing and the reporting of circumvention;
Issuing written enquiries to participants and clubs;
Undertake desk-top and/or field investigations;
Be the main point of contact in liaising with external accountants in relation to the Annual and Extended Audits;
Review the submissions relating to the Extended Audits and review compliance with the Regulations
4. Discipline

• Administration of Summary Offence Notices and Fines;
• Case Management relating to a regulatory breach;
• Preparation of Charges and Hearing Documents;
5. Education

Leading on the delivery of the Education Programmes for Players, Agents and Clubs;
Working with the Rugby Player Association in developing and delivering an effective Education Programme for Players;
Developing documents/guides to better support the compliance of the Salary Cap;
6. Communications

Drafting ad-hoc and annual Salary Cap Reports;
Ensuring the Salary Cap content on the PREM Rugby website is up-to-date and accurate;
Preparing supporting information for the Communications Department;
7. Support

Providing guidance and support to all Clubs and Participants to aid full compliance with the regulations;
Ensuring all Club submissions are provided on time and in the correct format;
Ensuring all Club Officials Declarations are provided on time and in the correct format;
Ensuring all Player submissions are provided on time and in a complete format;
8. Development

Support the annual review of, and the process for amendments to, the Regulations;
Make recommendations to develop processes and systems in order to better deliver compliance;
Develop and maintain analytics to support monitoring systems;
Develop with external providers of the IT and tech infrastructure that supports the compliance systems and databases.
Develop opportunities to enhance the salary cap system through the use of AI.
9. General

Support the Salary Cap Director in all other aspects of the administration and management of the Salary Cap as they are developed and/or required by the Salary Cap Director.

KNOWLEDGE, SKILLS AND EXPERIENCE:

6 years of experience working in sports administration and/or a related field (i.e. legal, regulatory, audit or compliance).
Minimum of a Bachelor’s Degree.
High level of integrity and discretion.
Excellent organisational skills and the ability to work individually or in teams.
Excellent data literacy and numeracy skills.
Strong project management skills.
Excellent attention to detail.
Ability to work efficiently and calmly under pressure, often on multiple projects at one time.
Ability to work unsupervised and show initiative.
Ability to establish relationships at all levels.
Excellent written and spoken English.
Ability to demonstrate proficiency and experience in Word and PowerPoint.
