Job Description
Hours of work: 40hrs a week – Core hours between 8.30am–5.00pm (incl some evenings & weekends)

Salary: £28,000 to £34,000 (Dependent on qualifications and experience)

Contract: Fixed term: 1st September 2025 up to 31st March 2026 (extension subject to funding review)

Location: Lions Centre Employability Hub, & Southwark & Lewisham JCP & partner venues

Responsible to: Education and Employability (E&E) Manager

Supervises: Hub assigned IAG Mentors & staff (incl sessional & volunteer Staff), employment coaches and delivery partners

   

 

Role Summary:

Are you an experienced and proactive employment practitioner passionate about engaging local young people to help them achieve their full potential, improve their education and employment aspirations and well-being?

Millwall Community Trust (MCT) is seeking a dynamic ‘can do’ committed and target driven Employability Hub Co-ordinator to lead the day-to-day operations and ongoing development of our nationally recognised 16-24 Youth Employability & IAG Hub based at the Lions Centre. This role using the power of the club badge to engage those young people for whom universal support cannot reach, will further help underpin and increase industry skills opportunity and employment via the Hubs network of employer and training partners

Working closely with MCT E&E manager this senior role will oversee and drive delivery of MCTs DWP/JCP Youth Hub partnered programme, ensuring JCP-referred 16–24-year-olds and young people from Southwark and Lewisham are engaged through the Hub and supported and mentored into training and employment via the development of distinct industry pathways with local and national employer and training providers

This role will lead the Hubs facility’s operations, manage key employer and training provider partnerships, coordinate regular high-impact job fairs and recruitment events, and recruit and supervise a team of assigned Hub staff mentors and administrators. The role will also work positively with Employability & Mentoring (E&M) Officer to ensure key Hub mentoring performance, work taster and workshop are delivered against all KPIs, and contract milestones are met and exceeded.

This role is critical to the success of MCT’s Employability Hub and the trusts wider employment programme and offers a fantastic opportunity to develop and advance within MCT and be supported and mentored by an experienced management team. The package also includes access to extensive CPD training programme to help the successful candidate grow within the trust.

This role is initially funded until March 2026 in line with our current funding cycle. Funding for year 2 of the programme will be confirmed following a review in November, and subject to that review and recommissioning we anticipate extending the post beyond March 2026.

   

 

Qualifications - Candidates should hold either a relevant Management, IAG or Mentoring Level 4 qualification OR be willing to work towards similar qualification via CPD training package where applicable

The Employability & IAG Hub Co-ordinator will be responsible for the oversight, co-ordination and successful delivery of MCT’s Employability Hub and associate programmes, and will lead and be responsible for ensuring:

Co-ordination of MCTs Employability & IAG Hub programme operations, incl staff & volunteer mentors
Embedding the Millwall Hub pathway offer within London wide employment, training & referral partners.
Continuation and expansion of Hub’s offer through re-commissioning, new partnerships & funding bids
Co-ordination and alignment of DWP’s Youth Employment Coaches (YECs) onsite partnership caseload
Ensuring recruitment, retention and employment outcomes targets are met & Hub offer promoted.
Delivery of an engaging enhanced Employability Hub that meets needs of young people and employers.
Hub administration incl young person enrolment, tracking and positive outcomes and funder reporting.
Employability Hub outcome targets are met or exceeded and Pathway opportunities aligned to need.  
Embedding and ensuring Safeguarding and H&S programme compliance incl work taster experiences.

  

Key Responsibilities:

  

1.        Hub Programme Operations Co-ordination

Lead day-to-day operations and strategic planning of Employability Hub, incl staffing & Hub delivery.
Represent MCT at high-level stakeholder meetings, reporting on performance and contract KPIs.
Deputise for E&E manager pertinent to Employability programmes incl stakeholder meetings.
Support Employability & Mentoring Officer (E&M) in their linked mentoring and employability activities.
Manage onboarding, supervision and deployment of staff, volunteers and delivery partners in the Hub.
Coordinate operational delivery of job fairs, workshops and recruitment events with JCP and partners.
Oversee use of Hub facilities ensuring compliance with safeguarding, accessibility and H&s policies.
Maintain strong communication lines with partner providers ensuring aligned pathway delivery offer.

  

2.       Hub Programme development

Lead development of a robust Employability & IAG model embedded across DWP JCPs, MCT & partners.
Build clear employer and training provider partnerships that create targeted industry-led job tasters.
Work with referral agencies and JCP to co-design suitable pathways for priority YPs into training & work.
Ensure Hub Employability pathway model aligns with funder expectations & young people’s evolving needs.
Support E&M Officer to upscale Hub mentoring reach increasing mentor/mentee engagement & capacity.
Promote mentoring innovations internally and externally to attract funding and partnership interest.
Ensure continuous quality improvement across all Hub programme outputs, resources and delivery.

  

3.       New Business development

Identify and pursue opportunities to expand Hub’s offer through new partnerships and YR2 funding bids.
Lead on development of sector-specific employment pathways with employers, and industry partners.
Support E&E Manager in writing bid content, evidencing impact, and contribute to partnership tenders.
Build strong links with public and private sector stakeholders to develop co-funded initiatives.
Monitor emerging employment and skills needs and align Hub services and future labour market trends.

  

4.       DWP JCP Youth Employment Coach (YEC) Onsite Partnership

Act as day-to-day lead for Millwall’s partnership with DWP’s Youth Employment Coaches (YECs) at Hub.
Coordinate space usage, rotating YEC scheduling, access procedures & H&S safeguarding compliance.
Maintain active DWP YEC communication ensuring all briefed on full Hub offer and referral routes.
Support cross-referrals of DWP clients attending YEC sessions to Hub activities & mentoring pathways.
Ensure YECs bring relevant JCP materials and updates to Hub for Hub based clients and are promoted.

   

5.       Recruitment, Engagement and Retention

Develop and implement Hub strategy to drive recruitment and retention into and with the Hub.
Ensure high conversion from initial sign up to ongoing engagement in line contractual KPI .
Proactively represent MCT at careers events, JCPs, schools and local forums to promote the Hub.
With E&M officer deliver structured 1:1 & group work sessions that sustains YPs into positive.
Ensure all Hub participants have a tailored support plan aligned to employment and wellbeing goals.
Actively identify and address progression barriers in partnership with mentors, job coaches & partners.

  

6.       Administration

Oversee all Hub administration, incl enrolment, data entry, tracking, & Hub & staff performance reviews
Work with Media team to produce and distribute promotional materials and case studies via social media.
Ensure all records are maintained to audit-ready standards for funders, partners & external inspections.
Manage monthly and quarterly returns to DWP, JCP, EFL, Premier League and other funders as assigned.
Maintain database of recruitment activity and liaise with stakeholders to coordinate shared outreach.
Supervise Hub staff on MIS systems use ensuring accurate data uploads of attendance and progress.
Lead the generation of high-quality case studies and impact reports showcasing Hub success stories.

  

7.       Outcomes and outputs

Lead Hub in meeting all assigned contract KPIs incl EET outcomes, starts, completions and progress.
Ensure Hub activities lead to sustained positive outcomes incl jobs, apprenticeships and training.
Drive employers/providers partnerships to increase industry-specific taster sessions and job access.
Conduct quality reviews of Hub outputs and participant progression to ensure consistent improvement.
Provide direct support to E&M Officer in tracking/reporting individual mentee journeys and outcomes.
Maintain up-to-date mapping of employment pathways available, ensuring alignment to YP need.
Work with funders and partners to align Hub outcome and output offers with policy and funding priorities.

  

8.       Safeguarding and Health and Safety (H&S)

Act as the Hub safeguarding advocate, embedding child protection practices and ensuring staff compliance with safeguarding (incl reporting to Myconcern/related Safeguarding systems) & H&S policies.
Ensure all activities and work tasters are correctly monitored and suitable H&S risk assessments in place.
To liaise with E&E Manager, SLT and CEO regarding H&S of the programme, premises and operation.
Support MCT in all matters relating to H&S and fire risk procedures ensuring staff/learners are aware.
  

9.       Additional responsibilities

 Model professional conduct and actively demonstrate and promote MCT core values in your work.
Act as an effective leader, presenting a positive impression of the team and services provided.
Develop understanding and commitment to equal opportunities, in the workplace and the community.
Ensure that when involved in any Trust activities that the Safeguarding of participants is at the heart of the process and that safeguarding policies and procedures are always adhered to.
Undertake CPD opportunities as deemed appropriate (incl pre-agreed funded apprenticeship)
Adhere to the Trust’s policies and procedures, and attend Trust training, and meetings as required.
Contribute to the development of a culture of continuous improvement within the Trust.
To work in partnership with all Club’s departments on trust initiatives as identified by SLT & Trustee board
To actively promote the Trust in a positive and professional manner.

Safeguarding Policy Statement

Because of the nature of the work undertaken by Millwall Community Trust (MCT), it is required by law to have in place robust safeguarding policies and procedures to ensure the protection of children, young people and adults at risk. To ensure that MCT meets that duty - and as part of a proactive, integrated and consistent approach to safeguarding - the organisation has developed a Safeguarding Handbook. 

  

What is safeguarding?

Safeguarding is the action that is taken to promote the welfare of children, young people and adults at risk and protect them from harm. Safeguarding means protecting people from abuse, maltreatment, neglect, harm and/or exploitation. Through MCT setting up and following good safeguarding policies and procedures, it means that children, young people and adults at risk - that come into contact with our organisation - are protected from those that might pose a risk. All organisations that work with (or come into contact with) children, young people and adults at risk are required to have safeguarding policies and procedures to ensure that everyone - regardless of their age, gender, religion or ethnicity - can be protected from harm.

  

MCT’s Safeguarding Ethos

MCT will always seek to provide protection to any person that receives our services. To this end MCT will provide staff and volunteers with guidance on procedures they should adopt in the event that they suspect a person may be experiencing, or be at risk of, harm. MCT believes that a no one should ever experience abuse of any kind. MCT have a responsibility to promote the welfare of all children, young people and adults at risk to keep them safe. MCT are committed to work in a way that protects them. This Safeguarding Policy Statement applies to everyone that comes into contact with MCT - including as applicable - the Board of Directors & Executive Team, Senior Managers, Staff, Agency Staff, Contractors, Suppliers, Volunteers, Students on work experience, as well as anyone else working on behalf of MCT. Safeguarding at MCT

MCT places the safeguarding of children, young people and adults at risk as its prime focus and has developed full safeguarding policies and procedures. To underpin the approach, MCT ensures all of its management team, staff members and volunteers have been fully trained in safeguarding to enable the organisation to live and breathe its approach. In developing MCT’s safeguarding policies and procedures, the organisation has adopted the following three-part safeguarding strategy which focuses on:

  

1.      Getting the right people involved with MCT

This is achieved through adherence to MCT’s Safer Recruitment Policies and Procedures.

  

2.      Creating a safe environment for children, young people & adults at risk

This is achieved by providing all required safeguarding training, support and best practice advice; and further guidance by the effective communication of MCT’s Codes of Conduct.

 

3.      Promoting clear systems to deal with any safeguarding concerns

This is achieved through implementation of all MCT’s policies and procedures relating to safeguarding.
