UK Sport/EIS Joint Statement on Strategic Review

Since February 2008 UK Sport, in consultation with the English Institute of Sport (EIS), has been undertaking a review of sports science and medical service delivery through the EIS. This review is an important element of UK Sport’s 2009-13 investment planning towards London 2012 and beyond.
Following a period of consultation with key stakeholders, the joint review process has developed an approach to the delivery and future development of sports science and medical support - and its associated business model - which has been wholeheartedly supported and signed off by the respective Boards of UK Sport and the EIS.
The new model will come into effect on the 1st April 2009 and will see an increase in the investment made by UK Sport in sports science and medical services. EIS will have a clear and focused remit to be the developer and deliverer of world class services to meet the needs of athletes and their NGBs, both now and into the future.
UK Sport’s performance programme funding to UK Governing Bodies will, from April 2009, include all the required service delivery resources to enable those sports to engage directly with the EIS. This will give them the freedom to develop and shape service provision to create a performance impact for their programmes. It is expected that the EIS, with its central resource driving quality and value for money, will be the provider of first choice for the majority of those services.
After considering the input from sports, landlords and staff during the consultation phase we are confident that the new model will deliver benefits across the board including:
- for the high performance system – a significant step closer toward a truly world class system and enduring legacy for 2012; clear lines of accountability
- for National Governing Bodies – a greater overall investment by UK Sport in sports science and medical service delivery; a greater ability to shape the delivery of services, responsibility and accountability residing with the sport; better quality and consistency of service delivery.
- for athletes and coaches – improved accessibility to quality support staff; continually developing and improving support staff with an absolute focus on performance impact.
- for EIS – recognition of EIS as the provider of choice for SS/SM delivery in England and – with more space to develop innovative approaches and opportunities to develop careers - the employer of choice for practitioners; committed funds toward a continued focus on SS/SM practitioner and system development.
Full details of the new business model will be made available to the sports in September/October following the preliminary funding allocations being made by UK Sport to Olympic and Paralympics sports.
