Reporting to: Director of Safe Sport & Governance (for appointment and administration purposes only - panel members act independently when determining cases)
Location: Remote
Requirement: As required / available

About the Role

Archery GB is committed to creating a safe, inclusive and welcoming environment where everyone can enjoy archery.

The Safeguarding and Disciplinary Panel (SDP) plays an essential role in maintaining confidence in the sport by determining safeguarding and disciplinary matters referred by the Case Management Panel. Panel members may be asked to sit for first instance, or appeal panels.

Panel Members are independent decision-makers responsible for considering evidence fairly, objectively and impartially before reaching proportionate, reasoned decisions.

The role requires integrity, sound judgement, discretion and a commitment to participant welfare, procedural fairness and natural justice.

Purpose

To determine safeguarding and disciplinary matters referred to the Panel in accordance with Archery GB’s Safeguarding and Disciplinary Procedures in order to protect children, young people and adults at risk and uphold the integrity of the sport.

Panel Members will:
• Consider written evidence and submissions;
• Participate in panel discussions and hearings (virtual or in-person);
• Reach independent findings using the civil standard of proof (the balance of probabilities);
• Determine appropriate outcomes, sanctions or safeguarding measures;
• Contribute to clear written reasons for decisions;
• Engage in full in-person hearings for exceptional cases, as determined by the Panel Chair;
• Ensure appropriate support for vulnerable witnesses.

Panel Members must have been and remain independent from the investigation and case management process.

Key Responsibilities

Panel Members will:
• Read and consider all documentation provided before hearings.
• Participate fully in panel deliberations.
• Apply Archery GB’s policies, procedures and relevant guidance consistently.
• Reach decisions based solely on the evidence presented.
• Distinguish between safeguarding and disciplinary issues where appropriate.
• Consider whether a participant presents a current or foreseeable risk of harm where safeguarding concerns are involved.
• Determine reasonable, proportionate and defensible outcomes.
• Ensure decisions are fair, balanced and consistent.
• Maintain strict confidentiality throughout proceedings.
• Declare any actual, potential or perceived conflicts of interest immediately.
• Contribute to the drafting and approval of written reasons for decisions.
• Attend induction and any ongoing development required by Archery GB.

What You Will Be Deciding

Panel Members may be asked to determine matters involving:
• Safeguarding concerns relating to children or adults at risk
• Alleged breaches of Archery GB’s Code of Conduct
• Behavioural concerns
• Complaints involving coaches, officials, volunteers or members
• Suitability to continue participating in archery
• Appropriate safeguarding measures
• Disciplinary sanctions where allegations are upheld.

Person Specification

Essential Knowledge and Experience
Applicants should demonstrate experience in one or more of the following areas:
• Safeguarding expertise in sport or a related field
• Governance
• Disciplinary processes
• Investigations
• Law (panel chairs must be legally qualified)
• Knowledge of relevant legislation, statutory guidance and best practice
• Human resources
• Education
• Policing
• Social care
• Sport administration
• Risk management
• Complaint handling

Applicants should also be able to demonstrate:
• Ability to analyse evidence objectively
• Sound judgement
• Ability to assess complex information
• Ability to make balanced decisions
• Excellent written communication skills
• Confidence in participating in structured discussions
• Understanding of confidentiality
• Commitment to equality, diversity and inclusion

Independence

Panel Members must:
• Not be involved in the management or investigation of the case
• Disclose any conflicts of interest
• Withdraw from any matter where independence could reasonably be questioned.

Time Commitment

There is no minimum commitment. Panel Members will be invited to sit on panels as required.
Typically, this will involve:
• reading case papers before hearings
• attending virtual panel meetings (normally online)
• reviewing draft decisions where required
Most matters will be determined on the papers, although oral hearings may occasionally be required.

Training and Support

Archery GB will provide:
• Induction into the safeguarding and disciplinary procedures
• Relevant policy documentation
• Administrative support
• Ongoing development opportunities where appropriate.

Eligibility

Applicants should be able to demonstrate appropriate professional or voluntary experience relevant to the role.
Appointment will be subject to:
• Satisfactory application information
• Commitment to ongoing safeguarding CPD and adherence to AGB disciplinary procedures
• Declaration of conflicts of interest
