The 2009 List of Prohibited Substances and Methods has been issued by the World Anti-Doping Agency (WADA), and will come into force on 1 January 2009.

The most significant change relates to the expansion of substances defined as ‘specified substances’ which are more susceptible to accidental misuse. All substances on the List other than hormones, steroids and certain stimulants now come under this definition which brings with it potential for more flexible sanctions for athletes found with them in their system. Findings for hormones, steroids, named stimulants and all ‘Methods’ continue to bring with them a minimum two-year period of ineligibility for a first offence where there are no exceptional circumstances.

“We are pleased to see a move towards greater flexibility in sanctions,” said Joe Marshall, Drug-Free Sport Education Manager at UK Sport. “However, it is important athletes remain aware that strict liability still applies and misuse of these ‘specified substances’ could still result in ban of up to two years.”

Other, more technical changes, are detailed throughout the List and athletes and support personnel are encouraged to make themselves familiar with these ahead of its implementation.

The turn of the year sees not just a new List, but also a revised World Anti-Doping Code and International Standards which include changes to core functions such as Athlete Whereabouts and Therapeutic Use Exemptions (TUEs). As Marshall explains, a thorough programme of activity is underway to ensure everyone is aware of the new rules:

“There is a lot of information to take on board but we are committed to doing everything we can to ensure everyone is fully up-to-speed with their responsibilities. All of our athlete resources are being updated and we are hosting face-to-face sessions with governing bodies and the home countries.

“We will also be focusing our attention on support personnel, such as coaches and medics, who play a key role in providing advice and guidance to their athletes. We therefore anticipate everyone will be ready to hit the ground running on 1 January 2009.”
